Well, personally, I have experienced a bit of hearing loss after listening to loud stuff…well, kind of experienced.
In the past…well, not that far back, about half a year ago, I used to watch television and blast the volume(Nah, I didn't disturb the neighbors). Though it is kinda nice to do so as you block out all surrounding noise, I realised that when speaking to my friends, I could not hear them as clearly as I used to and they begun to make jokes such as "Hey dude, you gotta get a hearing aid!"
Anyway, I do think that you'll suffer from significant hearing loss if you listen to you iPod at too loud volumes but I doubt if it would result in permanent hearing loss. You might experience a kind of high pitched ringing noise after listening to extremely loud music and depending on the loudness and how long you've been listening to, the time that your hearing will return differs.

Contact your closest VA medical center and ask for compensation and pension. They will guide you in filing your claim and or setting you up with a social worker to help. Once you've filled out the claim, then they will bring you in for screening of the claim. There, as you have repeatedly heard in the news, that there is a backlog in claims. Mine did take a while to get. Don't forget you are eligible to receive hearing aides from the VA (I have an exceptional pair) and that you are also eligible to apply for a VA loan, they guarantee the loan so you would be more protected in the occurrence of near foreclosure as your current situation. There are many resources that can help with the PTSD, I see a provider outside of the VA system. Based on your hearing loss and PTSD I would get screened for a traumatic brain injury as well, if you've been exposed to close range IED blasts, is that where your hearing loss came from? There is also a program through the VA called * VA vocational rehabilitation program* Check it out for finding skills and jobs that suit your abilities best and they also can pay for training/school to get you to that job. I believe it is a requirement of all hospitals accredited by JCAHO to have a M&M – Morbidity and Mortality committee. This committee reviews all adverse events. By-laws of different hospitals vary, but in one of the hospitals I was associated with, adverse reports from M&M were referred to the Patient Care Committee, and that was the committee where a doctor was called to justify his or her actions. The committee could approve or disapprove the justifications. Adverse reports could result in temporary or permanent suspension from the hospital staff, or the loss of particular privileges, such as use of the operating room.
A Coronor's Inquest is generally held when there is reason to believe death was due to a felony or possibly a misdemeanor. I have no legal expertise, but malpractice is a tort, not a felony or misdemeanor.

A cheap but good one is going to be around $1,000. Unfortunately you may well run into problems with it.
The problem is that you are overly sensitive to certain sounds, which sounds like recruitment or hyper accusis. Therefore it is important that a hearing aid take this into account and refuse to over amplify in these specific sensitive regions of your hearing. This kind of sophisticated digital programmable technology is far more expensive. Good models can run $2,000 – $4,000.
However, Farm Bureau have an excellent program called American Hearing Benefits that offers a discount of 40-60% off the regular price of hearing aids. It's an amazing program that could get you cutting edge technology for $2,000 or less.
As for the suggestion of getting a free sample, that is unlikely to happen. The closest chance you have is if you happen to live in the same city as a major hearing aid manufacturer. They may allow you to beta test their new products for free. But you will have to show up for follow up visits and possibly answer questionnaires or file reports about your experiences.

I wear one in each ear, so I can relate. I don't understand either, since they cost more than a computer, and don't do nearly as much! Custom fitting is a simple, inexpensive procedure using plastic; the circuitry is basically the same for all of them; etc.etc. There is no reason for such an expense. By the way I wear two recently purchased CIC models by Starkey, digitals with volume control, and they were only half the cost you cite.

I think actually that what you're talking about may be the M & M conference–the mortality and morbidity conference. It isn't a "hearing" in a judicial sense, and it is attended by hospital personnel in that specialty, not a "board," but it's a way problems that have arisen may be discussed by the staff and things altered to prevent similar problems from arising in the future. Sometimes it's just an unusual presentation that's discussed, so that staff are educated to consider that diagnosis.

Slight tangent inspired by Steve’s last comment: You (and most of the people in this thread, I bet) can find known websites via keywords because we are good at searching. I’ve been meaning to blog recently about how actually Google isn’t really any easier than the library catalog if you’re not good at searching, and a lot of people aren’t. I help people all the time in the library who can’t find a particular website that they remember because they don’t really know how to choose good keywords, and I’m always hearing people say to each other “type blah blah blah in to Google (or YouTube),” sort of giving directions on how exactly to find something. Search engines will help you with spelling and AND for you automatically, but you still need some skills.
