unfortunately snaring is illegal in many if not all states in the USA, which makes caring around the standard brass wire snare difficult if you come across any law enforcement in your trek. If this is a regular account at the bank, you pay tax on the interest income each year but nothing when you take the money out.
If it's a brokerage account invested in mutual funds, then there can be capital gains when the mutual funds are sold (and you have to sell them to get the money out). The tax is only on the GAIN, not the entire amount. Commonly called UGMA and UTMA accounts.
If this is a tax deferred savings account (529 plan or coverdell ESA), then you don't pay taxes each year, but then look at what the money is spent on when it's withdrawn. If it's used for qualified educational expenses, it's tax exempt. If not, tax + 10% penalty.

I live in a fairly noisy neighborhood and have a similar problem. When I want a great night's rest, I put in my headphones that help cancel out sound. They're ear buds so they are comfortable to sleep in and then I get the perk of having my favorite sleepytime music…Enya. My husband doesn't like listening to music to get to sleep, so he uses regular earplugs.
BTW the headphones I use are made my JVC. You can get them many places in many colors (I have red to match my ipod). They also come with two sizes of foam to help with the fit.
