once the hair cells are damaged they are damaged. there is no magical-medicinal cure for a sensory/ neural hearing loss.
buck up and get your self some hearing aids. if you have a high frequency loss. make sure they have directional microphones and at the very least 8 channels so the audiologist has greater programming ease.

Your question is a little confusing… I'll try to answer it the best I can…
For ASL (or any sign language users) you can teach Deaf children to read pretty much just like any other bilingual language user. You use their first language (ASL) as a bridge to English, expose them to the language, provide access to reading and writing, and so forth. You can also teach Deaf children to break down words and decode them as a reading strategy.
You can evaluate reading comprehension by having the child re-tell the story to you using their native language – ie: ASL. If they use the wrong sign or an English based sign you can then get them to think about the text and the sign they used and self-evaluate and lead them in the right direction.
That is one huge mistake with using Signed English like they used to and sometimes still do. They'd have the child sign English word for word but the child wouldn't always comprehend what they were reading.
Research has shown that Bilingual education can and is very effective when done right, and Deaf children of Deaf parents who have that early language base in ASL often succeed just as well as hearing children of hearing parents. ASL and being deaf is not what causes deaf children to be behind in reading and writing – lack of early access to meaningful language is.
For non-signers, ie those who are oral, you'd teach probably much like you'd teach a hearing child.

I am hoping to find the perfect home for my 5 year old female small dog. She’s about 25 pounds . She’s in great health and has no health issues, no allergies, no meds etc. She is spayed and current on heartworm and flea and tick prevention…Frontline and Interceptor. She’s totally potty trained. She needs a quiet home with either a couple of older children, like 10 plus or possibly no children. She likes children fine, but she seems to be a little worried when things get very high energy and loud, like they would in a house full of young kids. She requires very little exercise and is pretty content to just sit on the couch with you. An elderly or possibly shut in type home would be IDEAL. 100% potty trained and very low maintenance. She has excellent hearing and can let you know if someone’s in your driveway or coming to the door. Too small to be too protective, but certainly can ALERT. She would be best in a home alone but would probably get along well with a male dog. Not too crazy…

Usually if you have inner ear damage you will also have hearing loss. But if your question is about getting into the Marines, then trust your audiologist. The Marines will give you the same kind of "push the button when you hear the beep" test and if you're in the normal range you pass. Inner ear problems can affect your balance, but that's not what they're testing for.

Depending how bad it is you may not get a waiver at all. I would call a recruiter and see what they think.
Current hearing threshold level in either ear greater than that described below is disqualifying:
(1) Pure tone at 500, 1000, and 2000 cycles per second for each ear of not more than 30 decibels (dB) on the average, with no individual level greater than 35 dB at those frequencies.
(2) Pure tone level not more than 45 dB at 3000 cycles per second or 55 dB at 4000 cycles per second for each ear.
(3) There is no standard for 6000 cycles per second.
Current or history of hearing aid use (V53.2) is disqualifying.

Sound occurs over a wide spectrum of frequencies. The human ear is sensitive to a frequency band withing that spectrum. Since sounds occur at different frequencies, you will not be able to hear the sounds at the high end. The frequency that dogs can hear covers a different range. That is why a dog can respond to a human voice, but also to a silent dog whistle which is too high of a frequency for humans. The most common frequency hearing loss for men is the same frequency that their wives speak.

Since it sounds like a middle ear problem… you need lots and lots of power with less compression. Phonak makes the best powerful aids without the whistle. Talk to the audiologist about phonak and have them make the hearing aid very linear.

It can take a few weeks to a few months for the eardrum to heal on its own. As long as the the bones in the middle ear were not disrupted and no significant scar tissue forms on the eardrum, then you should regain your normal hearing when the eardrum heals completely. Occasionally, the perforation may need to be surgically repaired if it does not spontaneously heal.

You should keep the headphones down below 85 decibels as anything in this range or above can cause gradual hearing loss you can tel if the headphones are too loud if a friend is standing next to you and can hear the music also.
