I'm a little puzzled. Whether he has some hearing loss or not and whether or not he is developmentally delayed really shouldn't be an issue as long as he can process instructions. Tell him that what he is doing is nasty, that you are not going to accept or tolerate it, and that it is to stop immediately. Give him a stuffed toy or something so he'll feel more comfortable, but explain to him that this is not allowed. If he does it again, punish him just as you would for any other act of defiance. Don't let him get away with not obeying you.
You're going to have to realize that just because this child has had some problems, that does not exempt him from needing the guidance and discipline of his parents. A hearing loss is not an excuse for not minding. Tell him what you expect of him, be firm about it, and let the consequences teach him if he disregards what you are telling him.

It's hard to know unless you know more about the genes. It could be a dominant trait that was passed to you but not your siblings, or a recessive trait that your siblings would have, too, but is not obvious in them. My sister has something that my grandmother has, but no one else does – not mt grandmother's siblings, my dad's siblings OR any of my other siblings or my cousins. DNA can be strange like that so it really is hard to tell who may or may not have certain genetic traits.

if your in the car for example the person sitting next to you can talk in the microphone and you can hear them better. Because their mouth is closer to the microphone than your ear there is less noise from car etc. making it easier to hear them.

Usually if you have inner ear damage you will also have hearing loss. But if your question is about getting into the Marines, then trust your audiologist. The Marines will give you the same kind of "push the button when you hear the beep" test and if you're in the normal range you pass. Inner ear problems can affect your balance, but that's not what they're testing for.

You shouldn't have a problem passing the test.
Even if you were completely deaf in one ear, you could pass.
If you can hear the doctor speaking to you at 6 feet, with your back turned, using BOTH ears, you will pass.
This is the primary test for the FAA Class 1 Medical Certificate. (and 2&3 as well)
If you fail the test, you can elect to have an audiometric test done.
Here are the actual requirements:
"Demonstrate hearing of an average conversational voice in a quiet room, using both ears at 6 feet, with the back turned to the examiner OR pass one of the audiometric tests below :
Audiometric speech discrimination test: (Score at least 70% discrimination in one ear) or:

After having symptoms like dizziness, ear fullness/hearing loss, tinnitus, facial weakness, tingling in arms: I went to the er because I was misdiagnosed 3 different times by doctors. Turns out I had TMJ and it does cause hearing loss. There's muscles that tighten up in your ear from you clenching your jaw, which causes muffled hearing and tinnitus. I can't believe I waited this long and it was only TMJ. I'm also sensative to sound, and it's not fun. I bought mothguards though and hopefully they will work. But the hearing loss isn't permanent. Go to your dentist and ask them to make you a mouthguard, either that or go to walmart and buy the 20 dollar ones (which is what I did.) I wish you good luck!
