    The national weather service collects the data and determines if and where a tornado is likely to strike. They will then notify the state's warning point (each state has one main warning point operated by the national weather service). That warning point will then notify each agency whose jurisdiction is in danger. In most states that would be your county's 911 dispatch center. They notify them via radio and a teletype sent through NCIC (the National Crime Information Center) – each state has their own version of NCIC, in Oregon we have LEDS (Law Enforcement Data Services) but I don't know what state you are in. The person who receives the message from their state's warning point will then sound the siren. It sounds complicated but it only takes a few seconds.

    The guy looking at the doplar screen decides there may be a tornado, he picks up the radio and calls the State Warning Point and tells them where the tornadoes are likely to happen. "Your State" Warning Point gets on the radio and sends a brief emergency tone, which signals the dispatchers in each county to listen then he gives the info. The dispatchers hit a button to sound the tornado siren.

    There is no statute of limitations for reporting an accident. The statute for suing someone, is two years.

    As the owner of the at fault vehicle, YOU can be held fully responsible for all damage your vehicle does to someone else. The driver of the vehicle can ALSO be held fully responsible, but any attorney is going to go after the person with more assets/job that they can actually get the money from.

    So. You will have to file the civil lawsuit against the driver of your car. You can TRY to file a police report, but 1. you don't need to and 2. your local police department might not accept a report that's more than a couple months old.

    Can you get into legal trouble, by being the OWNER of this car? Well, you won't get a ticket. But you ARE responsible for all damages caused by your car. You're not going to get one red dime from the other driver's insurance, as they didn't cause the accident!

    Dad's right. This person is no friend. Nail 'em to the wall.

    Well, I suppose that depends on the universities, basically when I applied to universities, I sent my application of in October, and I started hearing from them in November, December, and some even in February, that's the last I heard from. So yes, it depends on the university, but most people most hear by March, and they then start making their firm and Insurance choices then.
