There's no difference. And hasn't been a difference for the past 2-3yrs. I took my test last year and my brother took it this year and guess what the test were exactly the same.
Plus, in my case the handbook didn't help me at all. When you take the test pick the most logical answer. All you need to know are you speed limits for highways, school zones, and traffic jams. Also, what to do in certain weather circumstances, when is it ok to honk at some one, when to put your turning signal on, and most questions are about pedestrians. (What to do when a pedestrian is doing a certain think and when he/she is blind, and when he/she are riding a bicycle.)

You’re getting there, but not entirely so. Theoretical science is not valided by being “verifiable” as you say, but rather by being more or less “reasonable.” For example, we are unable to verify the existance of subatomic particles by any other means except by proving that their existence is reasonable for certain equations and theories. And a lot of science works that way, and it will continue to change….not “period” as you say, for we know not what tomorrow holds.
