Middle school- well talk about trying to raise money for charities and doing school fundraisers try getting recycle boxes in every room at our school we have something called trash Helpers and you collect trash during recess try talking about raising money for field trips or maybe a snack cart that you run and sell the snacks for a dollar or so
Elementary- now elementary if your in it then same idea as middle but not as much but try to have a lunch suggestion box and a comment box things like that but say no promises but il try

As for removing them from office, that depends on the state constitution. Most have impeachment processes that can take place if the governor is found to be guilty of some wrongdoing. That usually requires an almost unanimous vote of the state legislature, or at least a very strong majority.

I do not believe there is a mechanism for a state to actually declare bankruptcy.
The best it can do is stop paying (or postpone paying) certain vendors/employees (so that state revenues and paid expenses more closely match).
If this is done, vendors may require payment on delivery.
