You can go to the Catalog of Federal Domestic Assistance (CFDA) and Grants.gov – these are two FREE sites created by the federal government to provide transparency and information on grants. Browse through the listings and see if you can find any grant that would support your purposes.

If the regular 3.4 isn't enough kick for you, they have supercharged versions available
A 4.9 Cadillac V8 is also a simpler transplant.
350's are nice (and fast) but the swap is more difficult. If you decide to put that 4.0 6 in you will be a pioneer I believe. Just make sure you have the equipment and experience necessary to fabricate anything you might need. I would strongly urge you to look at a 3.4 though, they have been put in fiero's for a long time and you could find advice and parts easier than if you went with the 4.0
