once the hair cells are damaged they are damaged. there is no magical-medicinal cure for a sensory/ neural hearing loss.
buck up and get your self some hearing aids. if you have a high frequency loss. make sure they have directional microphones and at the very least 8 channels so the audiologist has greater programming ease.

There are several types of FM systems that can be used in the classroom. FM systems are composed of a FM transmitter and a receiver.
The FM transmitter or the microphone and its components are used by your professors. The idea is to increase the speech signal and to decrease the background or ambient noise that your hearing aids may pick up.
The FM receiver can be an ear level receiver such as hearing aid audio boots. A boot is a small sleeve that fits over the end of a BTE hearing aid. The boot inserts the audio signal into the hearing aids' Direct Audio Input (DAI) interface. Not all BTE hearing aids have an audio boot interface.
Other receivers include: headphones/ear buds (typically for children with CAPD or ADD), a desktop speaker or a sound field system located around the classroom (everyone benefits from this).

It's hard to know unless you know more about the genes. It could be a dominant trait that was passed to you but not your siblings, or a recessive trait that your siblings would have, too, but is not obvious in them. My sister has something that my grandmother has, but no one else does – not mt grandmother's siblings, my dad's siblings OR any of my other siblings or my cousins. DNA can be strange like that so it really is hard to tell who may or may not have certain genetic traits.

Call the housing inspector, they will issue a violation and your landlord will be forced to make the repairs.
The fact that they are locked in a dispute has absolutely nothing to do with your landlord's duty to you to make sure your apartment is repaired. He can make the repairs and then fight with his insurance company, their insurance company, the other owner, the condo association and whomever else he wants to. It's not your problem.

Actually no, It’s because of the accuracy of an analog meter. And people not understanding how it works. Example being, if you have the leads wrong in the meter on an analog and take the measurement the arm will swing left and mess up the meter, not get a reading, and other things, on the digital meter you will get a reading but it will say -volts. Also measuring very small differences in voltage is easier with digital… meaning seeing .9volts vs .8 or 1.0 is all in perspective.
