Welcome to Japan. I am not military, but I am an American living in Tokyo. Tokyo and Yokosuka are two very different places. I can offer some advice from the langauge point of view. My wife and kids also came to Japan with me when my corporation transferred me. They did not speak and Japanese, yet over time they learned more and more. My wife took lessons and she started to learn more Japanese which helped out in daily life. After 3 years, she does quite well in communicating. With some help from other members of the base community, you can network and share information on where to go and how to get there.
Signs for trains and roads are in Japanese and English. Although not every street has a name. In Tokyo the city wards have good information on what to do in case of emergencies or disasters in Japanese, English, Korean, Chinese and Spanish. I am sure the base has a good plan in place to support all families on the base.
To answer your question, there are several minor quakes a year. So small and quick, are these quakes. No problem at all in 3 years for me. Typhoons could be more of a problem if the typhoon center hits land. It tends to stop the trains and businesses close. I have had this happen only once in the last 3 years. When typhoons are predicted to hit land, most companies encourage people to go home early. The cities have PA warning systems, but I have only heard these used in test mode. Every October is disaster preparedness month in Japan. Schools, businesses, and cities have drills or practice on what to do just in case. I am sure the base has something similar.
As for getting a job in Japan, I can answer only from the non military point of view, as I do not know the details of the SoFA agreement. My family was issued family visas, which do not allow work. If a company hires you, they can arrange a work visa for you. If you want to play the percentages, I suggest if you have a college degree to try for a job in English conversation.
When I was growing up in NorCal, one day a family moved in next door. They had just relocated from Yokosuka, Japan. Their dad was a Navy man, just like my dad. (USN Retired!). I am proud of familes and people like you. (former US Army myself)

Your dog may be stressed and marking his territory.
You need to consult a good dog trainer.
However, my old faithful German Shepherd Max would always yank out all of my wife's Gardenia plants whenever I scolded him.
My neighbor was a horse trainer and I consulted him.
Apparently dogs are far smarter than horses (and my neighbor) because Max continued yanking away until we finally moved to another house. My wife did not plant Gardenias at this house.

That's his added stress and his determination to mark his territory. It's his natural response to the threat of losing his space.
Dogs have emotions and personalities just as do humans. They get scared, anger, jealous, etc. and react accordingly.

韓国のコンビニやスーパーでお菓子を買おうとすると、日本で見たことのある品物が並んでいたりします。でも、それは日本からの輸入品ではなく、韓国で企画され生産されたものたち。一見すると同じメーカーが韓国用に発売したのかと思ってしまうのですが、どうやらそうではないようです。
例えば、『かっぱえびせん』が韓国では『セウカン』になって売られているのは韓国でも有名な話ですが、その他にもそっくりに作られたコピー商品は山のようにあります。ミンジさん(仮名・韓国人女性)は日本を訪れた時、日本のスーパーに並ぶお菓子を見て驚かされたと言います。
「日本のお菓子を見ていると本当に面白い。なぜなら韓国で売られているのとそっくりなものが多いから。代表的なものと言えば『セウカン』じゃないだろうか?大韓民国の国民的お菓子として知られているが、日本に行くと『かっぱえびせん』だ。中国をとやかく言う前に、韓国もパクる文化を持っているということ…そろそろこういうコピー商品を作ることは無くなるかな。印象的だったのは、オリオンの『チョコソンイ』が日本では『きのこの山』だった」。
イさん(韓国人女性)は、最近、韓国のお菓子が日本のお菓子をコピーして作られたことを知り、衝撃を受けたそうです。
「韓国のいくつかのお菓子や飲料水が、日本のお菓子や飲料水を剽窃していたという事実を最近始めて知った。まさか、まさかと思って調べてみたけど、やっぱり日本製品は10年程度早く販売されていた…。日本で放送された関連報道では、ある韓国人が『元々、韓国は真似るのが上手い』と話していた。剽窃は韓国の間違った部分。認めなければ…この問題について日本を悪く言う人がいるけれどやめてほしい…」
カンさん(仮名・韓国人男性)は、韓国のコピー商品はあまりにも多すぎるのではないかと指摘しています。
「『韓国の日本菓子剽窃』というタイトルの動画を見た。日本の放送局が取材したもので、韓国の代表的なお菓子が日本のお菓子の亜流だという内容だった。ある程度想像はしていたけれど、放送された内容を見てここまでだとは夢にも思わなかった。韓国のお菓子開発者たちは、日本のコンビニ研究ばかりしているんじゃないかと疑うほど…。
見れば分るが、剽窃(ひょうせつ)の概念ではない。日本のお菓子の『韓国版』だ。もしかして、韓国が最初に作ったのではないかと思い調べてみたが、どれも10年以上日本が先に発売していた製品だった。『同じように見えても、模倣製品ではない』と盗用ではなくベンチマーキングだというのが韓国企業の立場だ。韓国人として韓国企業の厚かましい『ベンチーマーキング』が恥ずかしい。一部からは日本のキムチを挙げて、日本も同じようなことをしていると言う人がいるが、だからといって韓国企業の誤りが正されるわけれはない。問題の動画はどうやら削除されたようだ。韓国企業の国民を欺瞞する行為は許されるものではないし、しっかりと反省する態度を見せるべきだ」。
カンさんが言うように、パッケージの構成や配色までもそっくりに作られた商品はコピーの度を超していますし、コピー商品を生産する企業に反省の色が見えないのも大きな問題です。韓国旅行のお土産として買うには面白いのですが、企業利益を考えればそれだけで終わらない問題と言えそうです。

heyy!!
if you want to get there without paying alot.. maybe you can take japanese class and excel in that field and your school could recommend/ help you get into a program where they pay for your to go there and live with a host family..
im also 16 and also <33 JAPAN!! haha
maybe you can travel through a group called people to people…
they take you to anywhere that they offer and you can go there and experience the wonders of Japan..
i forget how much it cost… but i traveled through this program and went to japan…
its pretty amazing!!
another thing that could help would be highschool diplomats..
for the first time acceptance, you get to meet japanese ppl (from JAPAN!!) at princeton campus. and the 2nd yr you can travel to japan and live with a host family. **NOTE:: THERE IS NO COST FOR THIS!!**

Burnish means to rub or smooth with a hard object. Are you installing window film? In that context it would be to rub the film with a tool to smooth it.
